Duties and Responsibilities

The officer at this level will be deployed at the County Department responsible for Human Resource Management & Development. The job holder will deputize the Director Human Resource Management and Development

Duties and responsibilities will entail:-

i) Interpreting and advising on human resource management and development policies and regulations;

ii) Monitoring the implementation of human resource management and development policies, rules and regulations and analyzing their impact on staff;

iii) Ensuring that professional human resource management and Development standards are maintained;

iv) Advising Technical Departments in the Department on career and succession management,

v) Human resource planning and utilization of human resources;

vi) Coordinating the preparation of Personnel Emoluments(PE)budgets; 

vii) Coordinating the implementation of Performance Management Systems including

Performance Appraisal System and the Reward and Sanctions Framework;

viii) Ensuring compliance with labour laws and forging linkages with the Unions;

ix) Coordinating the processing and verifying of the agenda and minutes for the Human Resource Management Advisory Committee;

x) Coordinating implementation of technical assistance training programmes including preparing training proposals;

xi) Coordinating training and human resource development activities and overseeing the development of training projections and plans;

xii) validation and authentication of academic and professional certificates in liaison with the relevant institutions

xiii) Performing any other duties and responsibilities that shall be assigned by the supervisor from time to time


     Requirements for Appointment

For appointment to this grade, the candidate must have:

i) Be a Kenyan Citizen

ii) Served in the grade of Assistant Director, Human Resource Management and Development for a minimum period of three (3) years

iii) Holds a Bachelor degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other Social Science  from a recognized institution

iv) Master’s degree in any of the following fields; Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labour Relations, Education, Public Administration, Business Administration, Counseling Psychology or any other relevant qualification from a recognized institution 

v) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution

vi) Membership to relevant professional body

vii) Certificate in computer application skills from recognized institution 

viii) Demonstrated merit and ability as reflected in work performance 

ix) Be a person of integrity and in compliance with requirements of Chapter Six of the Constitution of Kenya 2010.
