The County Government's Department of Governance, Administration Communication and Devolution (GACD) concluded a two-day workshop on service charter development today. 

The workshop, held in collaboration with URAIA Trust and Integrated Development Facility (IDF) Kenya, aimed to create a comprehensive Citizen Service Charter for the department, that will enhance efficiency and transparency in service delivery for the citizens in Homa Bay.

Technical committee members from the county's department of governance, administration, communication and devolution were trained to develop a draft service charter for the entire department, with an overall objective of creating an enabling environment for public participation and social accountability in county governance.

Mrs. Bancy Kubutha, one of the facilitators from URAIA Trust, leads a technical working group discussion on citizen service charter development for the GACD department at a workshop in Homa Bay on Tuesday.

Deputy County Secretary James Mokaya emphasized the importance of the charter, stating that it will "regulate the relationship between the citizens and the Department" and "enhance productivity and fast track service delivery consistent with service standards that respond to the needs of the citizens."

Mr. Japheth Ojijo, the Integrated Development Facility Projects Coordinator explained that the charter outlines the department's commitments, roles, and responsibilities, as well as citizens' rights and obligations regarding service delivery.

The development of this service charter is supported by IDF-Kenya and Uraia Trust, with a focus on improving public participation, civic education, public communication, access to information, and public service compliments and complaints.

A consultant from URAIA Trust, Mr. Evans Kibet who is guiding the service charter development process, underscored the importance of public participation and feedback mechanisms in drafting and implementing the charter.

“By focusing on improving the four key areas, we can create a charter that is both meaningful and effective,” he said.

This workshop marks a significant step towards improved service delivery and citizen engagement in Homa Bay County.
