Major Milestone: Homa Bay Governor Enacts Three Key Bills

Governor Gladys Wanga, Friday signed three bills into law.  The Homa Bay County Lakefront Development Corporation Bill, Homa Bay County Finance Bill 2023 (Amendment) and the Supplementary Appropriations Bill were penned into law.

Addressing the press having assented to the bills at the county headquarters, the governor said these legislations will revamp our revenue raising measures, besides enabling investment opportunities in the region.

“The Lakefront Development Corporation Act in particular, now brings to life an investment vehicle that will push investments on our 72km lakeshore, which has immense potential in the blue economy,” Wanga said.

She added: “We want to develop our lakefront to tap into lake transportation and exploit tourism in our county.”

According to the governor, this historic bill that was passed by the county assembly will in the long run improve the living standards of the people in these areas.

On the other hand, the Homa Bay County Supplementary Appropriations Act will go a long way in the implementation of key specific programs including the establishment of special economic zones.

“We have used this second supplementary act to put in KES 250 million towards the industrial park at Riwa in Karachuonyo Sub County,” She said, adding that the funding is important as it supplements the KES 250 million matching grant from the national government for establishment of industrial parks.

The county boss noted that Homa Bay, being among the few pilot counties to benefit from the program, is now ready for investments having such legislations in place.

The Governor also approved the Finance Act 2023, which will enable the county to revamp its revenue raising measures in line with the law.

“We want to ensure that every revenue we raise from the people is in accordance with the law. This is an amendment to the 2022 Finance Act,” She added.

County Assembly Speaker, Hon. Julius Gaya assured the governor of speedy passing of future bills that will accelerate development programs.

The legislation is expected to have a positive impact on the development of Homa Bay County and the well-being of its residents.
