HOMA BAY CIDP III PLANNING TO ADOPT PUBLIC PARTICIPATORY MODEL

The county government is planning to adopt a new public participatory model framework for effective implementation of the County Integrated Development Plan (CIDP) for the period 2023-2027.

The CIDP presents programmes and projects that are key development priorities for the county and takes into account the governor’s manifesto, the national development agenda as well as regional and international development plans such as Vision 2030 and the Sustainable Development Goals (SDG’s).

Speaking during a sensitization forum organized for sub-county, ward administrators and members of the county assembly on Friday, acting county secretary, Prof. Donald Ogweno said the governor is keen on the process of developing the 3rd generation of County Integrated Development Plan with focus on citizen participation.

“We want to adopt a highly participatory process that will engage the community right from the village, sub-locations, wards and sub-county levels,” Ogweno said.

He added: “The CIDP plan must be inclusive of all stakeholders as it will guide the county’s development for the next five years.”

The guidelines will provide a framework, provide norms and standards as well as strengthen the mechanisms for linking County policy, planning and budgeting processes.

Citizen’s Participation framework consultant, Mr. Kawive Wambua, said he partnered with county government of Homa Bay to develop and operationalize a people-centered approach in the spirit of leaving no one behind. The model identifies the eligible population and specifies their needs.

While giving his presentation, the county director for planning and budgeting, Mr. Willis Bolo pointed out the role of county assembly members and ward administrators in the planning process.

“We will work in coordination with ward representatives to ensure public participation is done effectively under after 30 days,” Bolo said.

Deputy Speaker of county assembly, Hon. Samuel Okomo said the ward representatives are ready to participate in the proposed framework.

“We want to be practical in the implementation of the public participation model to ensure the views and expectations of the stakeholders are included,” He said.

The county is currently in preparations to implement its 3rd generation CIDP that will run beginning 2023-2027 and will guide development over the five year period.
