GOVERNOR ASSENTS TO THE APPROPRIATION BILL 2016
Governor assents to the County Appropriation Act 2016 that was passed by the County Assembly on 30th June. The Act indicates the amount each department has been allocated for recurrent and development expenditure.
The Speaker said the Assembly complied with the provisions of the Public Finance Management Act 2012. “We are within time because the budget estimates were passed on 29th of June, we therefore have complied with the law,” said the Speaker.
Deputy Governor lauded the County assembly budget committee for ensuring the passage of the budget estimates in time. “This shows that our Assembly works in tandem with the development plans in the County Integrated Development Plan (CIDP). We respect the Budget & will follow it to the letter,” said Orata.
The Governor thanked the County Assembly led by the speaker for passing the budget estimates in time. “The County Assembly of Homa Bay met the deadline after serious discussion of the budget estimates,” said the Governor. “We will now be able to appropriate the budget estimates as approved by the Assembly. Changes will be factored in during the supplementary budgeting,” the Governor added.
The Governor later assented to the Homa Bay County Flag, Emblems and Names Act, 2016 that will allow the Governor, his Deputy, the Speaker and County CECs fly the County flags.
The signing of the bill at the County Headquarters Homa Bay which was witnessed by the County Assembly Speaker Mr. Samwel Ochillo, the County Chief Executive member for Finance Dr. David Okeyo and the Deputy Governor His Excellency Hamilton Orata.
